This committee sets standards, reviews major deployments, and resolves cross-functional conflicts. It meets monthly and has decision authority over agent deployment standards.

Technical Core. The agent architects and orchestration engineers are the technical core of the CoE. These are the engineers who design the enterprise's orchestration patterns, manage the agent fleet infrastructure, and evaluate new platforms and frameworks. This is a specialized role — AI agent orchestration engineering is different from traditional software engineering.

Governance and Risk Managers. These are the CoE members who own the compliance work: EU AI Act conformity assessments, GDPR data handling reviews, NIS2 mapping, and the audit trail infrastructure that regulatory frameworks require. This role bridges legal, compliance, and technical teams and is essential for keeping agent deployments legally compliant.

Business Liaison Managers. One liaison per major business function — marketing, sales, operations, finance, HR. These are the CoE's relationships with the business units. They translate business requirements into agent specifications, manage the intake process for new agent requests, and serve as the escalation point for agent performance issues in their function.

The Operating Model: Centralized Standards, Federated Deployment. The CoE sets standards. Business units deploy agents within those standards. The CoE reviews and approves agent designs before deployment. It monitors agent performance continuously. It retires agents when they reach end of life. Business units do not deploy agents outside CoE standards — that is the boundary that separates a functioning CoE from a coordination body.

The intake-to-retirement lifecycle that the operating model governs: a business unit identifies a workflow that could benefit from an agent → the liaison manager submits an intake request → the CoE evaluates feasibility, risk tier, and fit with existing patterns → approved agents go to design review → deployment → monitoring → performance review → retirement when the workflow changes or the agent underperforms.
